Multi-Sectoral Development Programme (MSDP)

Background
            In 1987 a list of 41 minority concentrated district was prepared based on a single criterion of minority population of 20 percent or more in a district of census 1971 for enabling focused attention of Government programmes and schemes on these districts .
            In order to ensure that the benefits of schemes and programmes of Government reach the relativity disadvantaged segments of society, it was decided to identify districts on the basis of minority population of census 2001 and backwardness parameter of 2001 census.

Who are treated as Minorities
            Muslims, Sikhs, Christians, Buddhists and Zoroastrians (Parsis) have been  notified as minority communities under section 2( c ) of the  National Commissions for Minorities Act, 1992.

Implementation of MSDP.
            The important point to be kept in mind that the MSDP schemes are to be taken up in minority concentrated villages, schemes are not to be taken up in urban area. The BPL families who belong to the other communities and live in the minority concentrated villages will also be eligible for the benefit under MSDP. In case of IAY house, as there is a wait list of BPL families already prepared by DRDA ( P & RD Deptt.) they may be selected from the wait list of IAY houses under MSDP. As well as Anganwadi Centre (AWC) also be constructed in minority concentrated villages for the development of minority community of that particular area.

            In Hailakandi district at first the works of various scheme under MSDP taken up by the Deputy Commissioner, Hailakandi but in pursuance of Govt. letter no.WMD/33/2009/60 dated 31/07/2010 the Deputy Commissioner has handed over the schemes like IAY & AWC under MSDP to the Project Director, DRDA, Hailakandi for implementation & accordingly released  an amount of Rs.861.02 (L) for execution of the scheme for construction of 2680 nos. of Dwelling house (IAY) and 32 nos. of Anganwadi Centre (AWC). The released amount is  75 % of the received fund for the project from Govt.

            The DRDA, Hailakandi is implementing the schemes for construction of 2860 nos. of Dwelling house (IAY) and construction of 16 (sixteen) nos. of Anganwadi Centre (AWC) under MSDP.
