      Persuasion of its Organization, Function and Duties.

            The Director of Housing Govt. of Assam was abolished and the Assam State Housing Board was continued under the provision of A.S.H.B. Act’1972 to take such measures to deal with and satisfy the need of the people in Housing Sector by taking up different Housing scheme, such as LIG(H), MIG(H), HIG(H), EWS(H), LIG(R), JHS(Gen), JHS(STP), JHS(S.C.), Rental Housing Scheme for Govt. Employee, Labour Qtrs. In Tea Garden etc. with the fund available from the State plan and borrowing fund from other financial Institution like HUDCO, LICI and Bank for both Urban and Rural areas of the States.

            Procedure followed in the decision making process including channels of supervision and Accountability : The cases are generally processed at the branch and files are submitted to the District Housing Officer of this office as per requirements. The norms set by it for the discharge of its function :. 

            The department discharge its function in accordance with the Rules and Regulation etc. issued by the Govt. of Assam for time to time.

            The budget allocated to each of its agency, including the particulars of all plan, proposed expenditure and reports on disbursement made :- This matter relates to the Commissioner Housing A.S.H.B., Guwahati-5.

             The matter of execution of subsidy programmes including the amounts allocated and the details of beneficiaries of such programme ; Normally in Housing Sector, subsidy is given to the EWS beneficiaries under only JANATA HOUSING SCHEME both General, S.C. & S.T.P., people with the fund available from the state plan under Decentralized plan scheme under A.O.P. The subsidy amount i.e. the 3^rd and Final installment is release to the beneficiary only after utilization of the 1^st and 2^nd installment of loan money for construction of his/her dwelling house. This year scheme wise breakup of allocation and Target under JANATA HOUSING SCHEME  for EWS the maximum financial assistance per beneficiary is Rs. 25,000/- out of which Rs. 19,000/- is loan and Rs. 6,000/- is subsidy, and Target for the S/Choudhury people in the year 2009-2010 under Decentralized plan scheme as well as 20 point programme is 5 nos. for S/Choudhury people and 1 (One) no. for General.

              The particulars and documents require for sanction of loan :

1.      Jamabondi/Mutation Certificate with certified copy of land.

2.      Land Valuation and Possession certificate.

3.      Income certificate.

4.      Non-encumbrance certificate.

5.      Trace map

6.      Municipality / Town committee permission.

7.      G.P. permission for village only.

8.      Recent passport size photo – 3 (Three) copy (Attested by Gazatted officer)

9.      Regd. Circle Officer-sharer consent.

10.  Revenue clearance certificate.

11.  Site plan :- 6 copies.

12.  Guarantors photograph duly attested by Gazetted officer)

(It is also to be noted here that at present HUDCO loan fund is not available. )
